Writing to CD using Windows Explorer

My Windows 2000 appears to be set up so that I cannot use Windows Explorer to
burn files to a CD/DVD drive. Is there a way to do this without using a
third party application?

I used to be able to do it on Windows 98, surely it can be done in 2000?
