work offline in Outlook 2003

I keep emails in a local folder, which I would like to read offline, but when
I open outlook, and click 'Work Offline', it closes saying 'The set of
folders could not be opened', although the offline folders are accessible
when online.

If you have a Microsoft Exchange account defined in the profile that also
uses a PST file, then that Microsoft Exchange account is the one that is
complaining that the OST file does not exist or hasn't completed a
syncronization with your Exchange mailbox. What types of e-mail accounts do
you have defined under Tools | Email Accounts | View/Change existing
accounts? If Microsoft Exchange is listed, you might find it easier to set
it up for cached mode rather than traditional and configure which folders to
sync for offline use.
