word doc

I am building a word doc. and there are several spaces with underlines for
people to fill in. I want to keep the lines in the background as they fill in
over the lines.
After the spaces are filled in they can email the completed form back to me.
How do I get the lines to stay in one spot and have the words appear over
the, not replacing the lines?
