Word cannot open the document: user does not have access privilege

I backed up my hard drive before re installing XP Pro. Now, after restoring
from the back up, when I try to open the files I require, I get "Word cannot
open the document: user does not have access privileges" for word documents
and "Excel cannot access "file name". The document may be read only or
encrypted.
I have not encrypted the files, and I am the administrator for the computer,
so how can I get access to these crucial files??
I have the same problems trying to open and form of file that was backed up,
including PDF, JPEG, WMF etc.
Any guidance at all will be greatly appreicated.

The MSKB article really helped, I had a massive Reconciliation file
that somehow was deleted by a user and had to restore from backup.
After restore the file kept throwing out the error, by following the
security procedure in the KB article I was able to access the file once
again.

For several months, I was locked out of my teaching files because another user had restored my system. I was frustrated to no end. I was reinventing my own wheels when -- duh -- I decided to do a search on Google to solve the problem. However, it wasn't until I typed in the words with the quotes "user does not have access privileges" until I came upon your link. Within 10 minutes, I solved the problem myself.

The only thing the article doesn't tell you how to do is how to enter safe mode. Believe it or not, I didn't know how. Another thing the article doesn't tell you to do is to print or save the article before entering safe mode because once I entered safe mode, I couldn't access the Internet to use the article to solve the problem.

In sum: THANK YOU SO MUCH!

Gents, I'm having the exact same prob.


Firstly, I created a word doc, typed some stuff, put on a password for the document. THEN thinking about going the extra mile, i made the whole folder secure. what that did was put a password on for accessing XP at start up.

so this morning my father tries to log on as HP_Administrator (the same user i was under when I made the docs) and he finds "Administrator" on their (I guess it created that user when i secured my files/folder). so he goes into safe mode, deletes the Administrator account, and therefore the password to open XP is gone.. somehow.

So i get home, I try to access the folder, I can open it, I just can't look at anything, it's all encrypted. AND I can not open the word document "User does not have access privilages"

so i followed the advice, i did a system restore to the day before, AND i also changed security and ownership on the file. that **** did not work. I am still getting the same error. I spent 2 weeks planning out a trip to vegas, all the clubs i wanted to hit, all the info, and secured it in the document.. now I can't access it, please some one help.
