Word 2003 problem with changing ruler

I have just upgraded from Microsoft Office Suite 2000 to 2003. I had
completely uninstalled Office 2000 and installed 2003 with all the updates.
However, Word's ruler won't change from metric to inches even though inches
is the chosen measurement option.

I returned the software thinking it was faulty. I uninstalled my first
Office 2003 and then installed the replacement version of Office 2003. Same
problem. HELP!
