won't verify acct

I am just now setting up my outlook acct. I am trying to link my live email
address(es). I have gone to advanced properties and adjusted appropriately.
Now, when I try to send and receive all, it asks me to verify my acct
information but what I am entering is not accepted. I turned off all the
anti-virus programs I am aware of.

I get this error message:
Account: 'pop3.live.com', Server: 'pop3.live.com', Protocol: POP3, Server
Response: '-ERR command failed', Port: 995, Secure(SSL): Yes, Server Error:
0x800CCC90, Error Number: 0x800CCC92
 
Do you have the premium Hotmail Plus service?
Free Hotmail accounts don't get POP access.

I notice you said "outlook". Which email program are you using?
This newsgroup deals mainly with the Windows Mail program.

solution
Check your Outlook Express settings, making sure that the POP3 and SMTP
servers are as in the screenshots, and that your full username and password
are correct.
 
Why should someone with problems in the Windows Mail program, which
runs only under Vista, check settings in the Outlook Express program,
which won't run under Vista?
