Won't boot

I just built a new computer with a Biostar TForce 590 SLI Deluxe MB,
2GB Crucial Memory, 2 Maxtor 160 GB Sata drives, and a HIS ATI Radeon
256 MB pci express video card. It was working, but very slow to boot.
The last hardware I installed was a Saitek Cyborg evo wireless game
controller. I started having boot problems soon after. The first
message was missing or corrupt system32 hal.dll. I just rebooted and
it was fine. Then I lost all my icons and taskbar on the desktop and
it was frozen. Rebooted and it was ok.Today I got the same message,
but wouldn't boot to windows. Same error message, missing or corrupted
system32 hal.dll. I booted from my xp cd to see if I could repair the
installation, but it never gave me that option. What can I do?

Start by removing any hardware that's not essential for the operation of Windows,
especially your game controller since you mention that was the last thing connected
before the problem began.

Then see here for articles on HAL error:
MSKB articles--missing or corrupt system32 hal.dll
