Won't boot past PRESS F1

Hello,
I am getting an error msg on boot-up: PRESS F1 to enter setup. (There are
also 2 beeps before the screen scrolls to this msg.)

I press F1 and it takes me to the BIOS data, but exiting out of that just
takes me back to the above screen and PRESS F1.

So I'm caught in a loop. I've tried booting from my Windows XP install
disk, but it won't recognize the CD and simply takes me (again) to the PRESS
F1 msg.

I've checked the BIOS setup and it is set to boot first from the DVD and CDR
drives *before* the hard disk, so that's not the issue.

So, I can't get into Windows at all to run any kind of tests (hdd, mem, etc.).

Any suggestions?

The 2 beeps are a code or warning that the pc needs attention somewhere,youre
owners manual or the web site of the mfg would have "Beep codes"....Usually
its a hardware issue.
