I have two contact folders in outlook. The default folder is not the one
that has all my contacts. How do I either move my contacts into the default
folder or switch which folder is the default?

What do you mean by "default folder?" You can easily change which folder
displays first in the Outlook address book. You can also easily copy the
contents of one Contacts Folder to another using the commands in Outlook's
Edit menu.

In other words, when I go to type a new message, there is a default contacts
folder that searches for contacts when entering in the to: box. This folder
in my outlook is empty so I am unable to search for the contacts this way.
How do I merge all of my contacts into one folder or make the secondary
folder the default?

An answer would require that you provide your Outlook version.
