Wireless Link Icon in Control Panel doesn't open

In Control Panel I double click the Wireless Link icon to try to configure it and check its properties, nothing opens. I can't get the link icon to show up on my taskbar. I need to open the wireless link icon so I can see what the configuration is and why my palm pilot won't IR hotsync with my PC.

i really dont know whats wrong with my computer. i just know when i go to a web page. its saying it cannot be displayed. i though that maybe it was the internet not responding.but this has been happening for some days.
