WinXPHome won't read CD Drive

After I reboot, Windows will read a CD or DVD in my combo drive. If I remove
the Disc and put in a different one, it will not read it until i reboot again
or log out and back in completely (will not work if I just switch users).
The problem is very consistent regardless of the CD/DVD that I use. I'm sure
this is a windows problem b/c 3rd party drivers such as those that write
audio CD's or burn DVD's will see the disc without any problem even when
windows will not. If it were a Hardware malfunction, this would not be the
case. Drive is a Sony DVD/RW DW-U18A. Any Suggestion??
