WinXP won't read cd/floppy disks

Although Device Manager says my floppy, CD-RW and DVD-ROM are all
enabled and working without trouble or conflict XP is not reading any
of the disks I pop into either one, either telling me to insert a disk
or saying nothing at all.

I've uninstalled and reinstalled the devices, controllers and drivers
to no avail. The Hardware Wizard detects each device and installs it
effortlessly with no fuss but the OS will not read the disks.

I tried doing the same tasks above in Safe Mode but that didn't work
either. Short of reformatting my HDD (which is working fine) to
reinstall XP from a CD-boot (the BIOS detects the drives just fine) is
there anything else I can do? A few days ago XP read disks just fine
so I don't understand it.

My sys (briefly) is: AthlonXP 2400+ @ 210mhz 1:1 w/Kingston PC3500
(stable at 2310), Gigabyte 7N400-Pro/MCP-T w/dual-channel enabled, MSI
Ti4200-8x, Maxtor ATA133-80gb, Liteon CDRW 48x24x48 and 16x DVD-ROM,
TEAC floppy, WinXP SP1a with all the latest MS fixes/patches current.
