WinXP Prof missing faxcomex.dll

I am trying to develop a faxing app on winxp prof to be run on winxp or server2003
There is no faxcomex.dll on my box. Every ting I've read said it is part of XP. I have fax services installed in Windows Components, but all that gets me is fxscom.dll.
Any idea where I can get it? It is not on the XP OS Disk.
