Winsuite and Organizational Chart

I work in a school and we use winsuite 3.5 for our security front end.
When logged as an administrator I can access Microsoft Organizational
Chart but when i log in as a standard user, i get an error message
saying 'unable to open organizational chat'. Access has been reduced
to the minimum but still this eror occurs. This is in powerpoint in
office 2000 on both windows xp and w95.

All suggestions welcome.

I'm not familiar with WinSuite, but you might check the info here,
