Winsock provider catalog error

I've been having issues with programs not connecting to the internet, such as
AVG Antivirus not being able to access the update server, Firefox and IE both
just not loading any webpages (I'm using Opera now), and any other program
that uses the internet cannot find a server. I ran Network Diagnostics for
Windows XP and got the following message:

Windows has detected a problem with the Winsock provider catalog on this
computer. This catalog allows programs to communicate with this computer
across the network. Would you like Windows to reset the catalog to the
default configuration?

I did this twice, and restarted my computer after each time, as told. My
problem is still unresolved. Is there anyway to do this manually, or is
something else wrong?

I connect via Verizon DSL. I know the internet connection is not the problem;
I'm using it right now.
