wininstaller does not work

Windows installer does not work, and I am unable to install any
programs that use the windows installation process.
Error message 1601 comes up. I have reinstalled wininst from the
Microsoft site but I am still getting the same message. Does anybody
have a solution other than a full re install of WinXP?

support personnel to verify that the Windows Installer service is properly
registered.

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.

Also having problems with Windows Installer, have done the
services.msc.startup.....manual thing and received Error 997 "overlapped I/O
operation is in progress." Do you what what that is?
