I have a users who thinks he has a virus. He said whenever he boots his
XP box all fonts are wingdings. I asked him to boot in safe mode and
he said his keyboard was disabled -possibly by the virus. When he
said that I thought it might also be a hardware error. ANy
thoughts/recommendations

If the default font is damaged, another is selected, so that could be
the problem.

If a USB kb, it may not work in Safe Mode unless Legacy USB is enabled
in the BIOS.
