WindowsXP HelpCtr.exe not responding

The HelpCtr.exe is not responding. I get the hourglass thing for about a
second, then nothing. I think I may have deleted a necessary registry key
while cleaning up using EasyCleaner. Do any of the following look like
necessary keys? If so, how do I re-enter them in the registry (these were
saved as html files).
If this isn't the problem, what is the next step? Is HelpCtr.exe on the XP
CD such that I can choose to reinstall it alone without having to do a
complete reinstall?

helpctr.exe problems

Ms. Patti or any other knowledgeable person,

I was hoping you could help me too with Help Center. I can't open it and I am no longer able to make desktop shortcuts. It also prevents me from running some fixes. My error message/details from MCAfee VirusScan reads,
