Make sure you are up to date with Windows Installer 3.1 v2 (3.1.4000.2435)

I'd try cleaning out your temp files, re-download and choose save to the
desktop, turn off your AntiVirus as before, then do a re-install by double
clicking the saved installation file. Not doing these steps has produced
some but rather rare problems with installs in the past. You are on XP
home Service Pack 2, and installing from an Admin. Authority account right?

There are only a couple of more things I can think of to check at this
point. Is your system date and time correct? Is the MSI file extension
associated with windows installer?

Open My Computer click Tools > Folder Options > Tab to File Types
Scroll down to MSI and make sure it's associated with the Windows Installer
Package.

Great news. It's been suggested that MSI dis-associations could be the
result of a past malware infection... Make sure you scan your system
thoroughly with both your Anti-Virus and Windows Defender when you get the
signatures up-to-date.
