I would like to know if there is any way i could restrict
users from deleting or making changes on their desktop (
Group Policy)

You would need to use a mandatory profile or change the permissions to their
desktop folder in their profile so that they have read/list/execute
permissions only [instead of full] and make sure they are not the owner of
that folder. --- Steve

 

[Guest]

You can change there profile to mantitory from local.
They can still make change but only while they are log in
after they log off the settings return to default. You
can also set GOP's to to restrict access to the control
panel.
