Windows XP won't resize....WHY??

I have a new computer with windows XP. It will not offer
to resize when I want to email....instead it just sends
the photos from my pictures to email in their 1mgbyte
glory without offering the "do you want to resize"
dialogue box as an option. I've spent hours trying to
fix this and nobody seems to know how. I went to the
store and tried another laptop same model as mine and it
worked fine but mine won't do this.

HELPPPPPPPPPPPPPPPPPPPPPPPPP!!!!!! I've lost hours on
this problem.

The resizing is an automatic function, among many, that XP associate with
picture files. You may have lost this.
To see if I am correct, place your mouse pointer over the name or thumbnail
of a photo. A textbox will open.
The first item listed should be Dimension of the picture in pixels. If not
there, repair everything this way:
Click on Start, click on Run and type the following in the opening textbox:
REGSVR32 SHIMGVW.DLL
and press the Enter key.
Note that there is a space between ...32 and SHI...
