Windows XP starts up - but pauses before loaded...

Here's a good one. Windows XP starts up, starts to load - my desktop
shows... and that's it. No taskbar. No start menu. No explorer. The only
thing I can get to work is ALT, CTRL, DEL and task manager. From the task
manager, I can try to RUN programs ~ but most fail (explorer.exe)
I've tried to get in through SAFE MODE, and same results. Windows pauses
before the task bar loads.
Anyone know how I can get to System Restore? What is the directory/file name?

The application to start System Restore is located in your windows folder:
System32\restore\rstrui.exe

See if the above works in safe mode or in normal startup.

How to Run CHKDSK from HPFS Recovery Disk
Here is the procedure for running CHKDSK from the HPFS recovery disk:

1. From Disk 1, copy the files UHPFS.DLL and CHKDSK.COM to the HPFS Recovery
disk.
2. On the HPFS Recovery disk, add this line to the end of CONFIG.SYS:
call=a:\chkdsk.com c: /f :3
3. Save the changes to CONFIG.SYS.
You can now run CHKDSK
