windows xp standard 2009 install error

I want install windows xp standard 2009 on my computer, because my computer
system is 64bit windows 7, so I install the windows xp mode for windows 7 to
provite a 32bit windows xp system. windows xp mode is base on windows virtual
PC .
but when I install windows xp standard 2009 ,there was a install
error:"Could not register type library for file
C:\windows\system32\richtx32.ocx. Contact your support personnel."
and in the end,the installer promot:"A fatal error has occurred." install
failed.
I can not find the answer on the docment or website, so I send this message,
I hope you could help me !
