Windows XP SP2 Shutdown

I have a fully updated Windows XP machine (virus and spyware free).
When I do a start shutdown and it gives the three options, (shutdown,
standby and restart), the background of the screen flakes out and just
shows garbage, though the options show up fine. If I cancel out of it,
the screen returns to normal and all of the options perform correctly
if I do choose one.

Does anyone have any idea why this is?

I would suspect a faulty video card or perhaps faulty drivers.

First, download and install new drivers from the vidoe card
manufacturer's website. If that doesn't work, replace the video card.

Sounds like you downloaded an NIVIDA driver from the Windows Update site, my
PC had a similar problem. The fix was to get the latest driver from the
NVIDIA site.
