Windows XP runs my processor at 100% all the time

Can anybody please tell me why Windows XP pro causes my
processor to run at 100% even when there are no
applications running and no activity at all. I have a HP
computer with a Pentium 3. In Task Manager, Processes
tab, it's the last "scvhost.exe" that is running very
high, (51-60), all the time, constantly flexing. It never
ran this high,(the processor), ever when I had Windows
2000 pro installed.
