Since Small business server 2003 R2 does not support terminal serices, will
Win XP Pro Remote Desktop functionality work with Small business server 2003?

Neither does SBS2003 without R2. It was always foolish to allow a domain
controller/Exchange server to act as a TS box for clients anyway. :)
Administrators can access the SBS 2003 box via RD for admin purposes only.
You can also add another W2k/2003 box to your network as a member server,
and use *it* for Terminal Services (buy TS CALs & install the TS licensing
on the SBS box)

If you mean, can you use Remote Desktop on your XP Pro clients in an SBS2003
domain, yes. In fact, it's quite nice, as SBS has a built-in feature called
Remote Web Workplace, which makes users' remote access from outside the
network quite easy. However, you have to follow *all* the wizards in SBS,
even if you think you know better ....and this includes joining the
workstations to the domain in the prescribed manner.

I suggest you post in microsoft.public.windows.server.sbs for more expert
