Windows XP Licensing error PLEASE HELP!!!

When I boot the system up I receive the message
"A problem is preventing Windows from accurately checking
the license for this computer. Error Code: 0x800700c1"

I have checked for the Cryptography files in the registry
but it is not there. I can get into safe mode but not
normal mode at all.

I have even changed the fie wpa.dbl (renaming the old back
up file to the new one)

Still nothing......

Any ideas????

Possible Resolution:

Go to Start > Run and type: regsvr32 regwizc.dll , and hit enter.
Then go again to Start > Run and type: regsvr32 licdll.dll , and hit enter again.

Apparently, and I can't say how, the above files became unregistered.

Also review:

I did what you said bewlow, all seemed fine. I rebooted
the system but I am getting the same exact error. Any
other ideas??

I have noticed this on several Dell WinXP Home Ed. machines
this past weekend. Seems to be a growing problem. I was also only
able to log into safe mode. I had a ghosted images of the
machines...so feeling a bit daring, I decided to re-run Windows setup.
Go past where it metions typing 'R' to enter the recovery console,
instead choose "Continue installing Windows XP", type Enter. WinXP
setup will check the drive to see if there is an Operating System on
the drive. Once setup finds the installation of WinXP, choose to
repair the installation option. This worked for all the machines I
looked at this weekend. The only issue I ran into was having to
recreate a new pagefile.sys on one of them. If you would like to know
how to create a new pagefile.sys, search for "Virtual Memory
201"...great thread. Best wishes.
