windows xp keeps rebooting

Went to shut down last night and it said unable to shut
down because of config. Now today my windows won't start
up I get to the XP window and then it show a HP window and
and it just keeps repeating these steps over and over.
Tried to reboot from safe mode it won't allow it to start
in safe mode.

Do you have a full install CD for your Windows XP or is a "System
Recovery" disk or hard drive partition?

If you have the full install CD then boot your computer with the CD
and do a Repair Install as per the instructions at
http://michaelstevenstech.com/XPrepairinstall.htm

That will preserve your installed applications, configuration
settings, and user data files. However all Windows Updates will have
to be reinstalled.

WARNING::::
Do not connect your computer to the Internet after doing the repair
install, even just to activate Windows, until you have either the
Service Pack 1 updates installed or have a firewall in place.
Otherwise your computer will be infected with the Blaster virus or one
of its derivatives within 30 seconds of connecting to the Internet.
The XP built-in firewall is adequate protect to prevent these
infections provided it is activated. It is turned off by default.

And if you do not have a full install CD for your Windows XP then your
options are very much limited. You can try your computer
manufacturer's tech support as they may have included some sort of
recovery capability in the System Recovery data, but most of these
just do a complete wipe out of the hard drive and then install a fresh
Windows XP image exactly as it was when the computer left the factory.
