Windows XP Insall

I delparted this computer and created a new partition with fdisk on this
drive and can't get Windows XP PRO installed. I get into the installation
and it says hit enter to continue, so i do but then it goes to a screen that
says it cant find the End User Liscense Agreement and I have to hit F3 to
quit. Why is this happening and how can I fix it?

It will not run, I have to go in through the dos prompt. I go in throught
the I386 directory and use the command winnt to start the install. If I try
to boot from CD it just displayes Missing Operating System.
