Windows XP boot problems

I upgraded from Microsoft Windows 98 to Windows XP - this
machine has been working fine for over a year, but now I
get an error message when I start the computer:

Windows could not start. The following file is missing or
corrupted \windows\system\vgaoem.fon.

Microsoft has a specific help page for this fix:

athe steps follow fine (except I am not prompted for the
administrator password - I am sent directly to the C:>
prompt. I type the expand command as given on the fix
page, but the file does not expand - I get an "access
denied" message instead.

Can anyone help?
