Windows won't shut down

I have a sony RX850 vivo desktop with xp factory
installed when I try to shut down from start menu my anti-
virus package shuts down but windows does not. Also
norton auto enable becomes disabled and won't start up
again without manually shutting down the computer. Any
suggestions.
