Windows won't finish loading

When Windows XPsp2 is loading it stops after the mouse and empty blue screen
first appear. All disk activity stops and it just sits, the logon prompt
never comes up. It does the same thing in safe mode. Happened after reboot
when finished applying updates. Any ideas?

Sorry for the double post, I got an error the first time and didn't realize
it went through.
