windows updates

After my windows updates download from the internet and
install on my computer it says you have to restart
computer to finish instalization. When i restart a
bullitian pops up saying file
C:\WINDOWS\ServicePackFiles\i386/controls.man
cannot be found. It says it needs this file to install
updates. Everytime i get on the internet the same
windows security updates download again. When i check my
instalization history it shows they have been sucesfully
installed several times. Please advise if you can.
