I am unable to connect to the internet using a normal mode, but I am able to
connect to the internet using Safe Mode. However, I am not able to locate the
most recent updates that Windows has released at windowsupdate.microsoft.com
in Safe Mode.

The last Windows Update I have is on March 28, KB913446. How can I find
updates from March 29 to Present and download them.

Might be a good idea to resolve the startup issue before you
contemplate any more updates, start by posting some details

You can't. There haven't been any updates between then and now.
