We have 12 PCs in our office, each with Win XP installed (10 XP Pro & 2 XP
Home). Whenever there are new Windows updates, each user is responsible for
updating their own PC. This sometimes results in hogging of bandwith each
time there's a major Windows SP/patch released.

Is there any way to download Windows patches/SPs only once and pass them
around to each PC to be applied?

Yes, certainly. Use the Windows Update Catalog, download the updates
once and burn to cd-r. Here's an article explaining its use:
