windows update

when I click the windows update icon in the start menu it opens an inet
explorer window but nothin is in the window, plus when I pull up system
restore same thing, a window with nothing in it, plus when I click on help &
support in the start menu it doesnt work, not even a box comes up...I was on
the line with microsoft tech support for over 3 hours and he couldnt figure
it out, he had to push it up to the research department who is going to call
me in 2-3 days...does anyone know what might be going on?
