Windows Update fails to install KB946648

I tried many times but Windows Update never succeeds installing
KB946648. The OS is Windows XP HE SP2. Is there a way to install this
security update?

Thanks for your response.
I downloaded without using Windows Update, and attempted to install it
but got the following error message:

KB946648 Setup Error:
Required installation branch was not found in INF file.

Any further suggestion would be appreciated.

I contacted MS via a chat session and after exchanging a couple of
question he switched to so called "Easy Assist" session. After he spent
about an hour attempting to install the KB in question, he initiated
downloading SP3 and said try installing the KB after SP3 is installed
and the Easy Assist session was terminated. I tried installing the KB
as suggested and it installed successfully. The description of the KB
indicates that SP2 is required but not SP3, but anyway the problem is
solved.

I wonder why my last post was deleted.

I am not sure what does your post means, but I went to Help & Support
page by your posted link and I chose Chat among three contact options.
And who knows what Support did via Easy Assist.
