Windows Update Error

Whenever I press "Scan for updates" Internet Explorer
Opens this page:

Windows Update Error
Windows Update has encountered an error and cannot
display the requested page.

And Says This Error Code:
(0x800A138F)

It also says that there are 0 updates for all 3
categories. This has been going on for about 5 months so
I know there are updates for me to get but I'm not
allowed to view them due to this error.
