Windows update do not want to install

I was trying to run updates on the computer as a local administrator and
domain admin and still geting the same error.

"No Updates Were Installed

The following items failed to install. To try installing them again,
click Review and install updates, and then click Install Now again."


How to solve the problem??

I forgon mention that if I download patches from catalog I am getting
such info: You do not have permission to update Windows 2000. Contct
your System Amdministrator. Problem is that I am a System Administrator
