When looking at the Processes part of the task manager, how do you know what
processes should be running at any given time? What should the CPU be running
at?

Take a wild-assed guess. It's always worked for ME.

You learn all about them -- a LOT about them.
What should the CPU be running at?

Depends on what's running. Running things like an email client, browsing the
web, working on documents or spreadsheets takes little CPU. Running a game
or other processor-intensive apps might take CPU usage close to 100%.
