Windows startup

When I start my computer an old desktop picture appears briefly before it
goes to the login screen. Problem is this picture has been deleted from my
computer but it keeps popping up anyway. Could anyone tell me how I can fix
this problem so the picture is gone for good. Thanks to any one who can help.

but i think that tweak ui from microsoft.com provides the option
for it as well as other options...

search for powertoys at microsoft
and you'll find the tweak tool
