Windows starts, but with a raised bar, 0ne inch from the bottom

This just started. In starting my PC, Windows XP Home (Sp2), after going
through the start up, and seeing the Welcome screen, my PC comes to my
desktop with the task bar, raised about 1" from the bottom of my monitor. I
have rebooted 5 times, ran a scan disk, checked for errors and virus.
Nothing. I have even done a restore, same result. I basically have to go
above my active window line to bring down the entire window in order to
access my "close, minimize and maximize buttons". After rebooting, 5 or 6
times, my desk top did come up to the correct position, but after restarting
my PC, again it came up 1 inch from the bottom. (entire window). Any
suggestions? Thanks

Try adjusting the viewable area with the buttons on your monitor.

I did that. I also called my monitor company, Acer and that say it is a
windows problem. Thanks for your suggestion.
