Windows Server 2003 DNS issue

We have a parent domain, and 10 child domains, and need to have DNS replication to all sites from the parent. The choice to change replication to "All DNS servers in the Active Directory forest" causes the error "The replication scope could not be set. For more information... ...The name limit for the local computer network adapter card was exceeded.

We have three servers running as DCs and GCs in the parent. All three have the same error when trying to change the DNS replication

I checked the error on newsgrooups and got no pertinent solutions, and the only recommended solutions in the Knowledge Base was to check for LDAP issues or Port availability, neither of which solved the issue.

I believe that's only available if all the domains are in W2k3 Native
Functional Level and not any mixed levels. What functional level are the
domains in?
