Windows RESTART hangs

When I click on the 'restart' icon the computer closes but instead of
restarting hangs up with the disk drive light continuing steady. After
waiting several minutes I then manually shutdown then manually restart. The
same happens when installing new programs. This has been going on for the
past month. I've scanned for viruses and do a daily scan with 'Ad-Aware.
Also have not been able to find any answers online.
Please help.

I checked out each of these places and am still having a problem with
restart. Because I have two extra USB external drives could that be a cause?
Because some software program for my new scanner has changed when I tried a
restore point, I tried another restore point. Because it won't restart, I
manually restarted but only waited until the C drive light went out. The
message came back that it was improperly shutdown.
HELP! (I have a lot of stuff on my computer and if I need to do a total
restore I may lose some of my software. That is my last resort!) Total hard
drive space is 400 GB
- 200 on board and one 80 and one 120 external.

Hi

The two external USB ports 'shouldn't' be the problem - I have 4 extra USB
ports here and they all work as they should do. Try 'Last Known Good
Configuration'. Reboot your system and keep tapping the F8 key until you
access the appropriate screen.
