Windows Picture and Fax Viewer

Is there a way to specify which program will be used to edit pictures
(CTRL-E)? I'd like to use something a bit more robust than Paint.

Just go to your file Associations under folder view and change the program
that opens the JPG or whatever files you use.

This specifies which program is used to view the file type which is why
Windows Picture and Fax Viewer is opening them up - which is what I want.
The Ctrl-E to edit is within WPaFV itself and doesn't seem to have anything
to do with file associations (as far as I can tell).
