Windows Picture and Fax Viewer "drawing failed" on animated gif

Double clicked a little animated gif I had generated in Mathematica,
Windows Picture and Fax Viewer pops up... and says "Drawing Failed."

IrFanView happily displays it.

Searching microsoft doesn't seem to turn up anything relevant.

Google finds folks with other kinds of graphics files getting
"drawing failed" out of Picture and Fax Viewer.

Anyone know if there is a fix for this, other than not using it?

If the application doesn't support a graphic format it's pretty tough to
"fix" it. P&F actually barfs on a lot of "image file types". Strongly
suggest using Irfanview as the default viewer.
