The Windows Phone Dialer is no longer on a menu (by default) in Windows XP.
However you can manually add it. The path to the executable is:
"C:\WINDOWS\ServicePackFiles\i386\dialer.exe" (at least, on my machine).

You can execute the program directly by going to the Start menu, choosing
Run, typing the word "dialer" in the box and hitting Enter.

If you're using Outlook Express / Windows Address Book you can use it to
call a contact. Just choose a contact from your list, right-click, and then
choose Action --> Dial from the popup menu that appears.

It's totally different from what was in Windows 98 / ME - a lot more
functionality. Unfortunately it looks like support has been discontinued;
the company that created the program for Microsoft - Active Voice
Corporation - sold the program to Cisco Systems. I can't find any mention
of it over on their website...

If anybody knows what's happening with it today, I'd be interested to know.

Hmm, looked interesting so I did that, selected a contact, right clicked, no
Action option in the list, nor on the Tools at top of OE..

Is this something that appears only if you have a modem installed?

Open your Windows Address Book. Right click on a name that has a phone
number listed. Choose dial. When the other people answer - pick up your
phone.

can you not use a microphone that is connected to your computer to talk to
the people?

It is not a voice/phone service. It is only a dialer.
