When I try to send email I get this message:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Server: 'smtp.att.yahoo.com', Protocol: SMTP, Port: 465,
Secure(SSL): Yes, Socket Error: 10053, Error Number: 0x800CCC0F

The message stays in the outbox, and can then be set properly with
"send/recieve".
I have Spyware Doctor and System Mechanic, but the email scanning functions
are disabled.

What are you using for an anti-virus? I don't think either of those
programs (which I would not use, BTW) contain an anti-virus component.

The error "unexpectedly terminated" is usually caused by interference
from an antivirus program. Which antivirus are you running? Some of
them cause problems with Windows Mail over time. As a minimum,
email scanning in the antivirus should be turned off, although that may
not be sufficient to eliminate all bad effects. In a worst case scenario,
your antivirus may need to be uninstalled/reinstalled or replaced.

Since you say you've already tried disabling email scanning, I suggest
you do a trial uninstall of your antivirus, reboot, then try Windows Mail
again.
