Windows Mail failing

Like some other posts I see, I checked with Cox and have the correct pop and
smtp addresses set up in my account, but I still can't send or receive mail.
This what is displayed when i try to send mail: 'Connecting to
pop.east.cox.net' , then 'Connecting' , then 'Finding Host'. After a couple
of mins i get the following message: The connection to the server has
failed. subject: 'test new mail on laptop'. Account:'pop.east.cox.net',
Server: 'smtp.east.cox.net', Protocol: smtp, Port 25, Secure (SSL): No,
Socket Error: 10060, Error Number 0x800CCC0E'
I've tried everything suggested in any tutorials I can find re Vista and
Windows Mail.
When I tried to connect to the 'live chat' feature after downloading the
required program, i received a vague message that I could not connect to the
chat feature.

First, make sure your Internet connection is actually coming from
Cox, not some other provider.
Next, try uninstalling your antivirus program, especially so if it is
McAfee or Norton, since these programs are suspected to cause
many problems with Windows Mail:

Incidentally, the error message you posted was for a failed send.
Try "Receive All" to see if you get a different error message.
