Windows mail failing to send emails

I can recieve emails from my isp but cannot send, have contacted the isp and
have run several tests to validate the mail servers. i get the following
error message, any help would be greatly appreciated.

The connection to the server has failed. Subject 'test test test', Account:
'Dwayne', Server: 'smtp-server.tx.rr.com', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

This happens because you are scanning your in and outgoing emails with your Anti
Virus

You need to uninstall your Anti Virus and then re-install it without the email
integration (scanning)

Are you connected to Roadrunner while trying to send?
You have to be on their network (at home) in order to send.
